Abstract
Insurgency and Cross Border Terrorism are the two challenges India has been facing ever since it became independent. Northeast India is considered to be the paradise for the insurgents and the terrorists due to its geographical terrain and diversified cultural backgrounds. The various governments at the centre and the states have been taking various measures like military enforcement, negotiations, and developmental activities to tackle insurgency and terrorism. However nobody seems to be interested in diagnosing the root causes of these ‘diseases’ and treat them with adequate policy measures. History shows that suppression of these groups through militarization alone cannot find a lasting solution to these problems. It requires proper planning, governance, dialogue, respecting the culture and traditions of the indigenous people, developmental activities, decentralization of power and diplomatic resolutions. Hence, this paper would analyze some of the core issues leading to insurgency and cross border terrorism to transform them for a constructive change.
