A Comparative Analysis of Education and Health Expenditures in Telangana and Andhra Pradesh

Abstract

This comparative analysis explores the disparities and similarities in education and health expenditures between the Indian states of Telangana and Andhra Pradesh. Since their bifurcation in 2014, the two states have followed distinct developmental trajectories, impacting their fiscal policies and public welfare investments. By examining budget allocations, expenditure patterns, and key performance indicators in the sectors of education and health, this study aims to assess how each state prioritizes these critical sectors, and the outcomes of such investments on socio-economic development. The analysis utilizes secondary data from government reports, fiscal budgets, and health and education performance metrics to highlight trends, challenges, and policy implications. The findings suggest that while both states face common challenges in human capital development, such as infrastructure deficits and regional disparities, differences in resource allocation and governance models have resulted in divergent outcomes in terms of literacy rates, health indicators, and service delivery. This paper concludes with policy recommendations aimed at enhancing the efficiency and equity of public expenditures in these sectors, thereby fostering sustainable growth and improved quality of life for their populations.
